This study examines the policy of maximum pressure during Donald Trump's second term as President and Iran's potential responses to this policy. Utilizing a combined theoretical framework of James Barber's Theory of Presidential Character and defensive realism, it investigates how American policymakers' knowledge and perceptions shape U.S. political decision-making under Trump's presidency. On the other hand, it explores Iran's possibilities for maintaining and enhancing its level of engagement with external pressures. The study demonstrates how Iran might respond to the threats posed by Trump's maximum-pressure policies by adopting internal and external strategies. In response to this central research question, the study concludes that peaceful nuclear deterrence, coupled with enhanced internal cohesion, political mobilization aimed at reducing adverse economic dependence on external factors, and intelligent management of regional relations, can ensure the preservation, enhancement, and guarantee of economic relations with other actors rivaling the U.S., thereby providing a potential effective countermeasure to maximum pressure policies.
