بنیان‌های روابط ویژه ایالات‌متحده آمریکا و رژیم صهیونیستی (با تأکید بر باشگاه‌های سیاسی آیپک)

چکیده

دولت ایالات‌متحده آمریکا در موارد متعددی از جمله تشکیل دولت یهودی در سال 1948، با سیاست‌های رژیم صهیونیستی مخالف بوده اما این مخالفت به‌سرعت به حمایت از این رژیم تغییر کرده است. شکل‌گیری روابط ویژه بین ایالات‌متحده آمریکا و رژیم صهیونیستی، به‌رغم تزاحم منافع آن‌ها، مسئله‌ای علمی است. هدف این مقاله واکاوی برخی بنیان‌های این روابط ویژه است که تاکنون مورد مداقه قرار نگرفته است. سؤال اصلی مقاله عبارت است از: چه بنیان‌هایی موجب شکل‌گیری و تداوم روابط ویژه ایالات‌متحده آمریکا و رژیم صهیونیستی از 1948 تا 2026 شده است؟ فرضیه مقاله نیز این‌گونه صورت‌بندی شده است که علاوه بر مشترکات هویتی و منافع ایالات‌متحده آمریکا و رژیم صهیونیستی در حوزه‌های راهبردی، شناخت دقیق صهیونیست‌ها از ساختار ویژه قدرت در ایالات‌متحده آمریکا و بهره‌گیری از ظرفیت‌های حقوقی و سیاسی چون ایجاد باشگاه‌های سیاسی در لابی آیپک، نفوذ خود را در این کشور نهادینه کرده‌اند که حاصل آن ایجاد و تداوم روابط ویژه ایالات‌متحده آمریکا و رژیم صهیونیستی است. یافته‌های مقاله که با روش مطالعه اسنادی مبتنی بر رویکرد توصیفی- تحلیلی حاصل شده، حاکی است حامیان رژیم صهیونیستی در سطوح مختلف باشگاه‌های سیاسی، به عالی‌ترین مقامات ایالات‌متحده آمریکا دسترسی دارند و با پشتوانه روابط شخصی، نمایندگان کنگره، سازمان‌ها، بنیادها، اندیشکده‌ها و لابی‌های منسجم، تشکیل کمیته‌های اقدام سیاسی، تأثیر مستقیمی بر سیاستگذاری ایالات‌متحده آمریکا در قبال رژیم صهیونیستی داشته و بین آن‌ها روابط ویژه ایجاد کرده‌اند.

On numerous occasions, including the establishment of the Jewish state in 1948, the government of the United States opposed the policies of the Zionist regime; however, this opposition quickly gave way to support for that regime. The formation of a special relationship between the United States and the Zionist regime, despite the tension between their respective interests, constitutes an important scholarly question. The purpose of this article is to examine certain foundations of this special relationship that have not yet received sufficient scholarly attention. The central question of the article is: what foundations have led to the formation and continuity of the special relationship between the United States and the Zionist regime from 1948 to 2026? The article hypothesizes that, in addition to the identity-based affinities and the strategic interests shared by the United States and the Zionist regime, the Zionists’ precise understanding of the distinctive structure of power in the United States, together with their use of legal and political capacities such as the establishment of political clubs within the AIPAC lobby, has institutionalized their influence in that country; the result has been the creation and continuation of a special relationship between the United States and the Zionist regime. The findings of the article, derived through documentary research based on a descriptive-analytical approach, indicate that supporters of the Zionist regime at different levels of political clubs have access to the highest-ranking officials in the United States. Backed by personal ties, members of Congress, organizations, foundations, think tanks, and coordinated lobbying networks, as well as through the formation of political action committees, they have exerted a direct influence on U.S. policymaking toward the Zionist regime and have helped establish a special relationship between the two sides.
