تأثیر لابی صهیونیستی (آیپک) بر سیاست خارجی آمریکا در قبال ایران با تأکید بر گفتمان تهدید

چکیده

لابی‌ها یکی از عوامل مؤثر بر سیاست داخلی و خارجی دولت‌ها به شمار می‌روند و سعی می‌کنند با استفاده از ابزارها و به شیوه‌های مختلف، بر افراد و نهادهای تصمیم‌ساز و تصمیم‌گیر تأثیر بگذارند تا منافع خود را تأمین کنند. یکی از مهم‌ترین لابی‌های تأثیر گذار در ایالات متحده آمریکا، لابی صهیونیستی است که در مسیر تأمین منافع رژیم صهیونیستی و صهیونیسم بین‌الملل تلاش می‌کند. با توجه به وجود شواهد غیر قابل انکار در مورد تأثیر لابی صهیونیستی بر سیاست خارجی آمریکا، این مقاله هدف خود را پاسخ به این سؤال تعیین کرده است که لابی صهیونیستی چگونه سیاست خارجی آمریکا را در قبال ایران در راستای منافع خود مدیریت و کنترل می‌کند؟ در این مقاله برای پاسخ به سوال تحقیق، داده‌ها با مراجعه به منابع کتابخانه‌ای و برخط گردآوری شده و با استفاده از روش مطالعه اسنادی مبتنی بر رویکرد توصیفی- تحلیلی مورد بررسی و تحلیل قرار داده است. همچنین در این پژوهش از نظریه سازه‌انگاری به عنوان چارچوبی برای تحلیل یافته‌ها استفاده شده است. نتایج تحقیق نشان می‌دهد آیپک به عنوان مهمترین لابی صهیونیستی در آمریکا با روایت‌سازی و برسازی گفتمان تهدید در مورد سوژه‌هایی مانند برنامه هسته‌ای، موشکی و منطقه‌ای ایران، این سوژه‌ها را امنیتی‌سازی کرده و ضمن تحریک آمریکایی‌ها، اقدامات ضدایرانی آمریکا را تشدید کرده است. خروج از برجام و کمپین فشار حداکثری نمونه‌ای از سیاست‌های خصمانه آمریکا علیه ایران تحت تأثیر لابی صهیونیستی است. بدیهی است عوامل متعددی بر سیاست خارجی آمریکا مؤثر است و لابی صهیونیستی یکی از این عوامل است.

Lobby groups are regarded as among the influential factors in the domestic and foreign policies of governments, and they seek to influence decision-making individuals and institutions through various instruments and methods in order to secure their own interests. One of the most significant and influential lobbies in the United States is the Zionist lobby, which endeavors to advance the interests of the Zionist regime and international Zionism. Given the existence of undeniable evidence regarding the influence of the Zionist lobby on U.S. foreign policy, this article aims to answer the question of how the Zionist lobby manages and controls U.S. foreign policy toward Iran in line with its own interests. In order to answer the research question, data were collected through library and online sources and were examined and analyzed using the documentary study method based on a descriptive-analytical approach. In addition, constructivist theory is employed in this study as a framework for analyzing the findings. The results of the research indicate that AIPAC, as the most important Zionist lobby in the United States, has securitized such subjects as Iran’s nuclear, missile, and regional programs by constructing narratives and producing a discourse of threat around them; in doing so, it has stirred American opinion and intensified anti-Iranian measures undertaken by the United States. The withdrawal from the JCPOA and the maximum pressure campaign are examples of hostile U.S. policies against Iran influenced by the Zionist lobby. It is evident that multiple factors affect U.S. foreign policy, and the Zionist lobby is one of these factors.
