Russia's invasion of Ukraine in February 2022 created profound geopolitical transformations in international relations. This event reignited the longstanding debate about America's global role and raised questions about the United States' strategy toward Russia in light of the Ukraine conflict (2014-2023). Therefore, this research addresses the question: What were the political-security strategies of Trump's and Biden's first administrations regarding the Ukraine conflict, and what similarities and differences do they exhibit? This study employs a descriptive-analytical approach, utilizing documentary research and comparing the strategies of Trump's and Biden's first administrations. It hypothesizes that Biden's policies continued Trump's approaches while adopting a stricter stance to counter Russian hegemony in its surrounding regions within the framework of "security and survival." The findings of this research, based on offensive realism theory, demonstrate that these two presidents utilized different theoretical foundations. Trump and his populist ideals attempted to distance themselves from the conventional U.S. elite relations with Moscow, as he sought to move U.S.-Russia relations away from confrontation. In fact, Trump's approach was based on cooperation to maintain peace, secure the world, and promote economic prosperity, thus adopting a soft balancing approach. However, Biden's liberal internationalism obligated him to implement stricter strategies against Russia. In this respect, Biden took actions against Putin to demand the restoration of the peace that liberal democrats have strived to establish since World War II. Consequently, Biden's strategy shifted toward more severe sanctions, Russia's expulsion from the G7, and increased military and economic support for Ukraine.
